President & CEO 45th Anniversary Message

April 2021, Bonifacio Global City, Taguig City – It has been over a year since I was appointed President and CEO of one of the country’s model Government-Owned and Controlled Corporation, or GOCC. And what a year it has been indeed.

PNOC Exploration Corporation turns 45 this year, and our company history continues to be built and told, even as we now live and work in what is being termed as the “New Normal”, brought about by the COVID-19 Pandemic.

Humble Beginnings to Model GOCC

As terrible as COVID-19 is, our Company has seen its own fair share of adversity throughout its 45 years in existence. Borne out of the Oil Crisis of the early 1970’s, we began as a mere Exploration Department in the Philippine National Oil Company.

We became fully incorporated as a subsidiary in April of 1976, and we went into the so-called “missionary areas” of energy exploration in the Philippines, to entice the bigger players to also take more chances in other unexplored basins or fields. We led the way in transforming the manner energy exploration was done in our country.

From humble beginnings, we eventually became one of the top-performing GOCC’s, recognized as a model GOCC by no less than the Governance Commission for GOCC’s (GCG) and contributing much to the National Treasury that was out of proportion to our relatively modest size as a company.

Joining the Fight versus COVID-19

This virus has completely transformed the lives of every man, woman, and child on the planet. No one escaped this pandemic, as the virus seemed to reach even the remotest of places. At first we saw only statistics and numbers, and thought that perhaps it would fade away soon enough. Lo and behold, we continue to fight it harder to this day, even as the Government has started with its vaccination program. Later on, it became personal, as we also lost people we knew, including family and loved ones.

PNOC EC of course did its share in the fight against the pandemic, organizing and distributing aid, such as personal protective equipment (PPE), food, medicine, other medical supplies, and other material, especially to our frontliners. We reached out to the AFP Health and Service Command, the Philippine Army General Hospital, the Philippine National Police, Philippine Air Force, and Philippine Army units in Zamboanga Sibugay, the Anawim Foundation, and to Local Government Units and host communities.

Topping it off, we remitted PhP3 Billion to the National Treasury at the height of the pandemic, so that the National Government would have more resources to stem the tide and extend even more help, especially to the most vulnerable sectors.

Work Work Work even in the New Normal

On the operations front, PNOC EC continued to lay many foundations for our immediate and longer-term exploration and development work, even during the strictest of the quarantine periods.

We maintained a minimal complement of personnel reporting regularly to the office, as we maximized our ICT infrastructure, mobile computing, and digital workplace solutions available, such as, secured remote-network access, cloud meeting solutions, eSignature, online collaboration tools, among others, for our people working from home. In spite of all these challenges, we continue to deliver, and for this I commend all of our men and women who put in the extra effort to ensure that our work would be unimpeded, and we could meet as many of our commitments and targets as we could.

While the Malampaya Deepwater-Gas-to-Power Project remains a dependable and steadfast indigenous source of energy for the country under Service Contract 38 (SC 38), PNOC EC did not rest on its laurels.

We also continued to work on our other SC’s, such as SC 37 in Isabela, SC 57 in Offshore Northwest Palawan (Calamian) and SC 59 offshore Southwest Palawan (West Balabac). Even during the strictest quarantine periods, the good men and women of PNOC EC were hard at work, to ensure that even as Malampaya is slowly winding down, our country and people will have other viable prospects that can possibly augment and eventually replace it. We also continue to evaluate other exploration and production opportunities including those offered by the DOE and other energy companies.

In order to put together a viable energy mix aligned with the short to long-term plans and programs of the Department of Energy (DOE), PNOC EC also kept working on our coal mining and production in Zamboanga Sibugay Province, specifically in our Coal Operating Contract 41 (COC 41). We continue the development of the Mine 3 project which we expect shall produce coal in 2022, and we are now pursuing the development of the Lower Butong Mine, also within the COC 41 area. COC 122 in Isabela Province is also moving forward, as we were able to secure the support of Benito Soliven municipal officials. We continue our talks with other Local Government Units and other important stakeholders in the project area and we are now in the process of addressing the other requirements in the technical and environmental aspects to proceed with the implementation of the project.

We passed our ISO: 9001 2015 Second Surveillance Audit last year, testament to our commitment to quality and continual improvement.

Speaking of stakeholders, we are proud to declare that we earned an Excellent Rating (5 out of 5) for the third straight year in our annual Stakeholders Satisfaction Survey. We thank all of our friends and stakeholders, for their unwavering trust in PNOC EC.

Rising Together

We cannot deny that the New Normal has taken a toll on all of Humanity, and indeed we are still adjusting and learning as we go along. But we remain confident that – by the Grace of the Almighty Himself – we will not only overcome this adversity, but will also thrive and rise above it.

And so, as we celebrate 45 years as a Company, I extend my most heartfelt and deepest gratitude to ALL of the men and women of PNOC EC. The times have indeed changed, and yet here we are, still hard at work, still answering the call to serve God and Country, still rising to whatever challenges destiny may throw our way.
