DUTIES AND RESPONSIBILITIES:

Supply and Logistics

1) Endorse in coordination with Trading Specialists the Price Build-Up for the Department Manager’s approval.

2) Ensure the timely transshipment of various types of coal by taking into consideration various factors such as the quantity and quality requirements of customers; coal stock inventory at the terminal, customers’ receiving points, vessel itinerary, loading/unloading laycan, draft survey during coal shipment deliveries from suppliers to buyers.

3) Develop and recommend strategies on supply sourcing taking into consideration various factors such as market demand of both the customer and supplier, and status of local and international coal source.

4) Identify and conduct due diligence to potential coal suppliers, and evaluate coal supply offers from both local and/or foreign suppliers.

5) Prepare and monitor coal supply contracts for both local and imported coal purchases.

6) Facilitate permitting and documentation for coal shipments in coordination with concerned government entities.

7) Facilitate documentation of accreditation and tenders for the company’s petroleum importation and marketing program.

8) Attend and conduct inspection at port of loading and discharge for smooth operations.

Commercial

1) Ensure correctness and completeness in the preparation and review of pricing/price build-up to be used for coal proposals/offer to prospective customers.

2) Formulate and recommend cost-cutting and margin-optimizing measures, such as the most economical mode of chartering LCT’s under existing market and environmental conditions; optimum coal blends, and incentives to coal producers to encourage increases in coal productions and deliveries.

3) Research on product and market intelligence (i.e. various coal price indices, coal shipment information both local and imported), and create and maintain database for efficient monitoring and better management of commodities.

4) Research on product and market intelligence (i.e. various crude oil & petroleum products price indexes, local and imported), and create and maintain database for efficient monitoring and better management of commodities.

Administrative

1) Ensure timely preparation and constantly monitor lighterage and draft survey services contracts, coordinate to all stakeholders the contract status, rectify conflicts arising from the contract and ensure that contractual obligations are satisfied by both parties.

2) Facilitate the preparation and consolidation of documents related to the procurement of various services needed for the operations in the department and coal terminals.

3) Create Purchase Order in SAP for all coal purchases.

4) Ensure timely and orderly preparation of Payment Orders for billings of suppliers and service providers.

5) Ensure timely preparation and endorsement of Accomplishment Reports.

6) Ensure timely and orderly preparation, and endorse for approval invoice for costumers.

Cross-Functional Performance

1) Coordinate with the Treasury Group in the preparation of documents for the opening and amendment on Letters of Credit.

2) Coordinate with the Operations Services Section insurance declarations as well as insurance claims in cases of pilferage, accidents, etc.

3) Conduct reconciliation with Accounting Department issues concerning coal volume receipts and deliveries including cost of sales and revenue.

4) Coordinate with LCT owners on the charter of LCT’s, Coal Terminal personnel on the shipment schedule and with third party surveyors on the conduct of draft survey.

5) Liaise with both private and government agencies which handles coal business matters to obtain and keep abreast with changes in policies and procedures pertaining to coal importations in order to determine cost saving measures that could be applied.

6) Liaise with both private and government agencies which handles the downstream oil industry to obtain and keep abreast with changes in policies and procedures and mechanics pertaining to petroleum importation, storage and marketing in order to provide management with strategies that could be applied.

DUTIES AND RESPONSIBILITIES:

Project Economic Evaluation

1. Conduct market research, market studies, monitor and analyze supply and demand of coal and other related fuels, both local and international; and acquire investment information from coal suppliers and customers, competitors, financial reports and publications, and maintain database of local and international energy prices and forecasts that may affect the viability of the Company's projects.

2. Review, analyze, evaluate, validate and/or assess project/s (a.) cost assumptions and estimate (b) proposed business models, project development and operations/production timeline, and (c.) market or feasibility studies.

3. Coordinate and/or consult with project proponents, internal parties, Joint Venture (JV), partners. company stakeholders and industry counterparts in reviewing, assessing and validating cost estimates and economic assumptions, and proposed project timeline and business models.

4. Develop the Project's economic and financial modcis to determine, evaluate, analyze and/or enumerate the financial returns and sensitivities, and to determine the commercial viability of the project.

5. Incorporate and utilize best practices and adhere to sound economic judgement in the determination of economic assumptions and development of financial models.

6. Present the results of economic/commercial evaluation studies and make the necessary reports and
recommendations.

7. Coordinate with concerned department's on updating the Company's roadmap

Project & Business Development

1. Determine and/or analyze the purpose of the project or company objectives.

2. Draft or propose business models and strategies based on the project purpose and company objectives

3. Identify and define the risks (e g. technical, financial/commercial, regulatory, legal) and the rewards for a particular business scheme and propose mitigation measures and develop sound judgement in quantifying said risks.

4. Formulate, evaluate and recommend business terms and conditions in developing business models and project development schemes.

5. Recommend the appropriate or optimum business models, strategies and risk management plan.

6. Draft terms of reference and other bidding documents for the hiring of consultants or contractors in conjunction with the evaluation of proposed projects.

7. Review, assess and evaluate proposals of potential JY partners, and prepare the corresponding reports and make the necessary recommendations.

8. Conduct, together with the Project Team, due diligence on potential contractors and JV partners and ensure adherence to company policies and regulatory requirements.

Project Management (Procurement)

1. Review and evaluate purchase requisitions (PRs) and work order requisitions (WORs) from end-users, taking into consideration the approved work program and budget (WPB), Procurement Management Plan (PMP) or the Project Procurement Management Plan (PPMP) and Annual Procurement Plan, and that specifications, terms of purchase (TOP) and terms of references (TOR) are consistent with the requirement, and are clear or presentable to bidders.

2. Prepare PRs and WORs and other supporting documents (e.g. Project Authorization, executive summary and project justification) consistent with the PMP and APP, and this includes drafting the TOP for PRs and TOR for WORs, in coordination with end-users.

3. Identify or propose composition of Technical Working Groups (TWGs) to review TOPs or TORs when necessary-

4. Present and defend TOPs and TORs in the TWG deliberations, and secure TWG approvals.

5. Coordinate with BAC Secretariat in the preparation of bid documents, ensuring consistency with the TOPs and TORs.

6. Participate in BAC deliberations to secure BAC resolutions to proceed with the award and endorsements to the PNOC EC Board of Directors, depending on the ABC or amount to be purchased.

7. Monitor and control flow of procurement documents (e.g. Notice of Purchase, Notice of Award, Notice to Proceed, contracts, Purchase Orders and Payment Orders) ensuring that they are timely signed or approved and released.

8. Monitor and control, in coordination with the Procurement Section, BAC secretariat and OSS Logistics Section, the deliveries of goods and services to the project site, and ensuring these are received by end-users.

Project Management (Project Management Plan)

1. Prepare the annual work program and budget (WPB), Procurement Management Plan (PMP), and participate in the drafting and approval of the Annual Procurement Plan (APP). (This includes soliciting budgetary quotations and preparing internal cost estimates, and defending the proposed budget in deliberations, and ensuring necessary approvals are obtained on time. The items to be procured consists of goods, services, consultancy, and infrastructures)

2. Participate in planning sessions or deliberations in revising mine plans and WPB when necessary, and making sure that these are documented or minuted accordingly.

3. Ensure that all project documents are secured, with corresponding electronic copies.

4. Ensure that necessary reports consistent with the agreed Communication and Reporting Plan are submitted on-time to appropriate recipients.

Project Management (Contracts)

1. Draft contracts taking into consideration the TOR and procurement documents, and refer documents to PNOC EC Legal and contractor for review, in coordination with the BAC secretariat.

2. Ensure the timely processing, approval and execution of contracts.

3. Monitor contractors' or suppliers' compliance to the agreed schedule, submission of its deliverables and completion of tasks under the contract and/or TOR, and report any deviations as soon as possible.

4. Initiate the drafting and issuance of completion or accomplishment reports with the necessary supporting documents, to effect payment to contractor, in accordance to the payment schedule.

5. Ensure PNOC EC's compliance to the contract, TOP or TOR, e g, company deliverables and i timely release of payments.

6. Initiate the preparation of variation orders (VOF) when necessary, and draft or secure the necessary supporting documents and their approvals.

7. Prepare the necessary project reports and ensure timely submissions.

8. Document project activities, and safekeep records of all documents and data attached to contracts, that includes reports and any variation orders or deviations, to protect the company from any potential litigation or non-compliance to the Procurement Law, internal policies and procedures.

Others

1. Prepares and submit internal and external reports to the Project Officer for monitoring and record keeping.

2. Keep abreast with the coal industry technology developments, innovations and best practices and
recommend possible adaptations applicable for the Company.

3. Ensure adherence to the Company's internal and HSSE policies, industry standards, and govrnment laws and regulations.

4. Perform other necessary and related tasks for the achievement of the unit's goals.

DUTIES AND RESPONSIBILITIES:

Main Responsibilities

  • Develop a systematic survey work schedule and implement process improvements to optimize resource utilization during survey activities.
  • Provide general survey direction and control during the execution of mine plans to prevent misalignment, unintended excavations, and breakthroughs that may result in mine gas and water inrushes and ensure that the Project meets its development meterage and production tonnage targets.
  • Continuously review, analyze, and store geodetic survey data to ensure precision and alignment with engineering plans while maintaining the highest level of accuracy in surface and underground mine surveys.
  • Implement necessary adjustments and enhancements to surveying methods and techniques, staying updated on the technological advancements in geodetic surveying to enhance the quality and efficiency of survey activities.

Survey - Reconnaissance and Planning

  • Review and facilitate the digitization and/or reproduction of all existing relevant maps, plans, and designs to ensure the accuracy of several elements, including but not limited to:

A. Geodetic projection and coordinate systems

B. Landownerships and lease tenements

C. Infrastructures, roads, and other landmarks

D. Land use classification

E. Operating contract, political, and geographical boundaries

F. Topographic features

  • Formulate work plans, schedules & programs for the unit to obtain optimum utilization of resources and provide correct and accurate reports/information to various departments.
  • Preparation of necessary surveying processes and corresponding forms of the unit.
  • Coordinate with engineers/geologists, or other concerned departments to determine the required geodetic information for the Project's plans on mine development and operation, or other activities within the Project.
  • Conduct preliminary site inspection and investigation prior to survey activities, especially for newly disturbed areas.
  • Provide technical input and support in determining survey equipment and tool specifications, including but not limited to:

A. Survey instruments (e.g., total station, real-time kinematic (RTK), autolevel, drones, etc.)

B. Survey tools (e.g., prism poles, measuring tapes, tripods, survey markers, etc.)

  • Prepare, check, and approve calculations, documents, drawings, cost estimates, and tests in compliance with quality assurance policies and safety standards.
  • Facilitate and supervise the testing of survey equipment and systems; Identify and provide a list of fast and slow-moving survey tools and/or equipment and submit this list to concerned superiors to ensure continuous availability and timely procurement.

Survey - Implementation and Data Collection

  • Establish mine survey control points and in the long term, mine survey control network within the mine site and other relevant areas for use in equipment setup to produce accurate survey data points.
  • Schedule all routinary and additional requested survey activities and sign all forms related to turnover of survey data and maps to respective end-users (e.g., certifying completion of activity and providing coordinates/maps).
  • Provide surveying support primarily to mine planning and operations through facilitating, and regularly supervising the survey unit activities, including but not limited to:

A. Surface Mine Surveys

○ Conduct topographic surveying of original undisturbed surface areas and the disturbed areas due to earth movement such as landslides, excavations, and ground reshaping regularly.

○ Set out and pick-up of points related to mine roads, surface designs, and as-builts, including ancillary mine and geological structures (e.g., settling ponds, vertical shafts, infill drillholes, geological faults, etc.)

○ Conduct drone pickups as required to produce surface areal data.

○ Conduct exploration topographic surveys and drillhole pick-ups and/or checking of third-party contractors assigned to acquire topographic surveys/drillhole data as part of ensuring geodetic accuracy of exploration areas.

○ Conduct stockpile volumetric surveys for coal and other materials regularly.

B. Underground Mine Surveys

○ Conduct daily underground surveys as part of monitoring the developed/excavated areas, former small-scale, and mined-out areas.

○ Marking of significant point locations (e.g., shafts, breakthroughs, coal gates) to serve as guides where the mining operation will proceed.

○ Marking of guides for mine operations such as the grade and centerlines, chainage/meterage throughout the various locations of the mine as indicators of development/production progress, and monitoring of conformance to the mine plan.

  • Checking and coordination with mine operations regarding the initial survey findings including the impeding/occurring disturbance of developed and mined-out areas (e.g., roof collapse, floor heaves, and reduction of mine openings). Decide effectively and efficiently in addressing concerns and issues regarding survey activities such as inspection and/or resurvey of areas not clearly defined or erroneous upon data processing.
  • Conduct other survey activities as requested by other departments or sections.

Survey - Data Processing, Analysis, and Storage

  • Facilitate survey instrument data retrieval and conduct initial validation of the survey data points to remove erroneous, incomplete, and/or ambiguous data points, prior to the turnover to the draftsman for final digitization.
  • Review and approve generated survey maps, survey plans, technical drawings, and field calculations, in coordination with the draftsman and the lead surveyor.
  • Establish and enhance a Computer-Aided Design (CAD) and the Geographic Information System (GIS) database to store standard survey records and resources, while generating GIS base maps for in-depth analysis, with a focus on maintaining data precision and dependability.
  • Establish and maintain updated and archived physical hardcopies and softcopies (cloud-based) of relevant maps.

Others

  • Ensure adherence of survey unit personnel to the company's safety standards e.g., wearing of PPEs (Personal Protective Equipments), usage of appropriate materials/tools, conduct of safety briefings, etc.) before conducting the survey activities.
  • Closely monitor work performance and attendance of subordinates and provide measures for arising issues (e.g., substandard performance, working under influence of illegal substances, prolonged absenteeism, A WOLs, etc.)
  • Coordinate with HR (Human Resources) Officer in identification and implementation of the training needs of subordinates to ensure that the required competencies are met, and skills remain up to date.
  • Coordinate with the HSSE Department in the development of employee occupational health management plans for noise, dust, and heat conditions of the Project.
  • Coordinate closely with the Mine Operations Foreman/Leadman regarding all scheduled survey activities to avoid interruption of mine operations.
  • Provide Safety Standard Operating Procedures (SSOPs) as a guide for the optimum and safe upkeep of the survey equipment based on the manufacturer's recommendation and industry best practices, including Ensure that the activities are done according to the SSOP (Safety Standard Operating Procedures). Monitor survey equipment and checklist (via databases, tags, forms, etc.), maintain and implement calibration, as necessary, and resolve issues to ensure accuracy of survey results and continuity of survey activities.
  • Coordinate with tool keeper and warehouseman for the safekeeping of the equipment and concerns related to material and tool inventory.
  • Reviews, checks, and signs all activities as recorded by the Lead Mine Surveyor or any member of the Survey and Mapping unit.
  • Generate reports on a regular basis covering the following aspects, including but not limited to:

A. Daily survey activities

B. Mine development/operation progress reports (meterage and location of advance with respect to the plan and underground reference points)

C. Stockpile volumetrics (coal and other applicable materials)

D. Survey equipment status reports, etc.

  • Provide recommendations and facilitate in conducting continuous improvement initiatives/upgrades on the Project (e.g., adaptation and enhancement of existing equipment, design, and set-ups, etc.).

Mine Operations - Implementation of Mine Plans/Designs

  • Develop and implement shift-specific/short-term (i.e, operational) plans and targets based on available resources, and provide the engineering and technical aspects of various mine systems during the work shift, including but not limited to:

A. Development and production (cutting, loading, and hauling)

B. Drilling and blasting
Mine ventilation

C. Mine dewatering

D. Ground support, etc.

  • Supervise the Mine Operations Foreman in the operational set-up, prioritization, and implementation of operation and other mine activities to meet the development and production targets.
  • Recognize and resolve operational problems that emerge during the work shift, offering solutions and making sound judgment
  • Monitor daily all surface and underground conditions and coordinate with other mine sections to ensure the safety and success of the mine operation activities.
  • Notify and discuss any proposed changes to the plans based on field assessment with mine planning engineers and superiors.
  • Prepare, check, and if necessary, approve calculations, documents, drawings, cost estimates, and tests in compliance with quality assurance policies and safety standards relevant to the work shift.
  • Provide a proper turnover of current activities, accomplishments, and backlogs as applicable to the incoming shift engineer.
  • Coordinate with and provide inputs to the mine planning and scheduling engineer with regard to the development and revisions of medium-term (i.e., tactical), and long-term (i.e., strategic) plans to reflect changes in actual field conditions and improvements in operational setup, as applicable.

Mine Operations - Operations Resource Management

  • Ensure the useability of materials and tools and optimum utilization of equipment and machineries.
  • Coordinate with Inventory Planning and Control Head with concerns related to equipment, material, and tool inventory.
  • Coordinate with the Mine Superintendent and Inventory Planning and Control Head with concerns related to manpower.
  • Perform functions related to the mine equipment, materials, and tools needed in the mine operations, including but not limited to:
  • Provision of technical input and support in determining the type of equipment and materials to use for the various mine systems in coordination with the Operations Support and Maintenance Services unit.
  • Ensuring that the delivered equipment and materials comply with the specifications found in the Terms of Reference.

Others

  • Prepare and submit mine development and operations reports for the work shift, as well as other reports as requested.
  • Evaluate and endorse to superiors all applicable and necessary reports to be released to various concerned departments, regulators, and stakeholders (e.g., DOE, DENR, LGUs, etc.).

Mine Operations - Implementation of Mine Plans/Designs

  • Develop and implement shift-specific/short-term (i.e, operational) plans and targets based on available resources, and provide the engineering and technical aspects of various mine systems during the work shift, including but not limited to:

HSSE Planning and Strategies

  • Develop the HSSE case (as required) or operation-specific HSSE plan for safety-critical petroleum (exploration, drilling, and commercial phases) or coal operations.
  • Formulate the bridging document with third-party contractors to ensure delivery of HSSE performance required by Company policy.
  • Develop the emergency readiness and response plans and procedures (for fire, earthquake, flood, and other safety or security threats), including the operational and communication plans, decision-making authority, and the required resources.

QUALIFICATIONS GUIDELINES:

Education

  • Bachelor’s Degree in B.S. Computer Engineering, B. S. Electronics, Communications Engineering, or other IT-related courses

Experience

  • At least four (4) years of professional experience in system administration of Windows, Linux/Unix, Virtual Environment, ERP, and Server & Storage.

Special Skills

  • Good analytical and intellectual ability; Computer proficiency.

DUTIES AND RESPONSIBILITIES:

Systems Infrastructure Administration

  • Control, maintain, and implement the entire systems infrastructure and security of the Company and ensure high availability and acceptable levels of performance of mission-critical systems resources.
  • Evaluate, recommend, and implement strategic systems and security design to meet the Company's present and future systems requirements.
  • Evaluate and recommend policies and methodologies for testing systems performance to optimize and control the systems resources.
  • Provide, monitor, and analyze various systems services to allow authorized stakeholders' secured access to the IT system infrastructure based on the Company's policies and procedures.
  • Evaluate recommendations on the installation, deployment, configuration, and maintenance of systems and security equipment of the Company to the unit Supervisor.
  • Recommend testing and development of disaster recovery plans to detect faults, and minimize malfunctions related to systems functionally to the unit Supervisor.
  • Maintain the efficiency and effectiveness of the incident management process and ensure the Company adheres to the IT incident management process for every incident.
  • Monitor and analyze IT incident services requests and ensure timely and effective resolution of incidents encountered by users based on the Company's policies and procedures.
  • Implement systems infrastructure projects and activities from planning, deployment, commissioning, and creation of turnover documentation in a timely manner.
  • Evaluate project activities for compliance based on the Company's policies and procedures and ensure the proper transfer of product knowledge and skills to the appropriate stakeholders.
  • Responsible for the configuration of user requirements for enhancement in various systems infrastructure services.
  • Maintain, review, and evaluate knowledge-based documentation for all the functional solutions made for the errors encountered in various systems.
  • Develop, implement, and maintain policies, procedures, and associated training plans for systems infrastructure and security based on industry standards and IT framework.

Risk Management

  • Plan, design, and implement overall risk management for systems infrastructure and security, in cases of system downtime and security breach, or IT business continuity for the Company.
  • Report identified systems infrastructure and security-related risks and recommended methods of mitigations for the unit Supervisor.

Cross-Functional Performance

  • Create strong working relationships with other units and provide Information Technology-related resources in support of the Department's work program.
  • Initiate cross-functional discussions to address software applications issues and concerns in operations or projects.
  • Attend and support various Company-related activities for the continual improvement of the Company's efficiency and productivity.
  • Carry out other ad-hoc responsibilities assigned that need Information Technology related expertise.

Reporting

  • Maintain weekly work status report to update unit Supervisor on the status of ongoing work assignments and project implementations.

Continuous Improvement

  • Keep abreast of industry-related development and best practices related to systems infrastructures and security and recommend possible adaptations applicable to the unit and the Company.
  • Conduct studies/research and propose business process improvements based on IT frameworks.
